• Snake River JCT moves forward
The Town of Alpine continues with expansion plans. The Snake River Junction annexation petition was approved on second reading at the April 15 council meeting. The annexation process for the 58.74 acres was introduced in January with a public hearing on the proposal held in March.
The project, proposed for an area south of U.S. 26/89 near the Snake River Canyon, includes a new lodge and 27 homes.
In addition, an adjustment to the annexation at the April meeting included the addition of the Flying Saddle residential properties.
A Lincoln County Commission approved malt beverage license for the Alpine Valley RV Resort, in the same area, was noted as part of the annexation procedures.
Ordinances
In other news related to Alpine, the following ordinances and resolutions were approved involving land use management, development reviews, and the planning processes within the Town.
The town reports the following ordinances were approved.
• Ordinance 2025-004: Special Use Permits and Special Review, which establishes a formal process for reviewing and approving Special Use Permits to ensure proposed land uses align with Alpine’s zoning and comprehensive plan.
This includes application procedures, approval criteria, and conditions for mitigation.
• Ordinance 2025-005: Design Review Committee. This ordinance replaces the former Architectural Review Committee with a new three-member Design Review Committee responsible for reviewing design standards for buildings and landscaping. Members will meet monthly and provide advisory input to the Alpine Planning & Zoning Commission and Town Council.
• Ordinance 2025-002: Building and Development Fee Schedule. The ordinance updates the town’s fee schedule for building permits, plan reviews, inspections, and related development services. The changes are designed to improve transparency and cost recovery while clarifying fee structures for complex projects and additional services.
• Ordinance 2025-007: Adoption of ICC Building Valuation Data. This ordinance adopts the International Code Council’s (ICC) Building Valuation Data as the standard for calculating construction valuations used in determining permit fees.
The ICC is a nationally recognized method that ensures fairness and accuracy across construction types.
Resolutions
• Resolution 2025-015: Repeal of Gift Acceptance. The resolution repeals Resolution 2025-002, which accepted a $25,000 gift from Andrew Brooks and family for the Comprehensive Master Plan. The Town reversed the acceptance to maintain procedural and financial clarity.
• Resolution 2025-014: Temporary Suspension of Planning & Zoning Master Plan Duties
The resolution temporarily suspends the Alpine Planning & Zoning Commission’s responsibility to update the master plan to avoid overlap with the development of the upcoming 2026 Alpine Master Plan. Responsibilities will be reinstated after the plan’s formal adoption.
Ordinances in Progress
• Ordinance 2025-003: Snake River Junction Annexation – Second Reading Completed.
The Town is considering the annexation of approximately 58.74 acres of property in Lincoln County, known as the Snake River Junction Annexation, into the official boundaries of Alpine. The ordinance passed its second reading, with a final vote scheduled for May 6, 2025.
• Ordinance 2025-006: Alpine Design Review Committee Guidelines received approval on Second Reading. This ordinance proposes formal adoption of design guidelines for the newly formed Design Review Committee. Third reading will May 6, 2025.
LC Deputy Housing
A proposal to place a home in Alpine for a Lincoln County Sheriff’s Deputy was reviewed.
The proposal includes housing for a sheriff’s deputy in Alpine.
A county loan is under consideration in addition to a contribution from the Lincoln County Law Enforcement Foundation.
Budget
Alpine has started the process of working on the new annual budget with work sessions scheduled for April 30 at 3 p.m. in the Town Hall.
