Jorgensen Engineering provided updates on water meters, generator projects, a proposed sewer rate study, and Greys River Road planning. Wastewater treatment plant UV equipment proposals exceeded the budget and would receive further review before proceeding.

Bear Awareness and Wildlife Safety Discussed:

Representatives from Bear Wise Jackson Hole shared ways residents can reduce wildlife conflicts, including securing garbage and other food sources, using bear-resistant trash containers, and reporting concerns to Wyoming Game and Fish.

Fireworks and Special Event Permit Regulations Reviewed:

The Council discussed the proposed fireworks ordinance, including wildfire risk, enforcement, education, and economic impacts. Staff were asked to research alternatives, develop a community survey, and coordinate with Lincoln County.

Related business license and special event permit provisions will also receive review.

Council Adopts 2026 Master Plan:

The Council approved Resolution No. 2026-036, adopting the Town’s 2026 Master Plan, repealing Resolution No. 2025-014, and reinstating Section 1-104(B)(7) of the Land Use and Development Code. The motion passed 4-1, with Councilmember Scaffide voting against it.

Music in the Mountains Funding Approved:

The Council authorized staff to submit a Travel & Tourism grant application for up to $32,000 for the 2027 series, including $8,000 for June bookings and $24,000 for July through September, subject to available funding and grant approval.

The Council also approved an additional $3,500 in FY27 expenses, increasing the authorized amount from $20,000 to $23,500, funded from prior-year fund balance. Both motions passed with four votes in favor. Councilmember Larsen recused himself.

Council Requests Further Review of Gravel Pit Subdivision:

The Council unanimously adopted Resolution No. 2026-037, requesting that Lincoln County table or continue consideration of the Alpine Gravel Pit simple subdivision pending further review of land-use rights, setbacks, access, and water and wastewater provisions.

The resolution clarifies that County approval would not commit the Town to provide municipal utility service.
